The idea is that the red (fire element) and blue (water element) don't mix well and create a feeling of conflict. Makes me wonder how one would go about advertising a patriotic business if you can't do the whole red, white, and blue theme! After all, this is what I do for a living and I don't want them coming down on me any more than I want my house falling on me! :) Besides, the FTC is looking out for consumers who have been taken advantage of by unscrupulous individuals online to the tune of large amounts of money.
